Whether New York should cap how much landlords can raise the rent each year.
In June 2026, New York City's Rent Guidelines Board voted 7-1 to freeze rents for about 1 million rent-stabilized apartments on leases starting Oct. 1, 2026. It is the first time the board has frozen two-year leases since it began in 1969.
Limit
Rent limits keep costs predictable, so working families, older tenants, and longtime neighbors are not pushed out when the market spikes.
Don’t limit
When rents can't keep up with rising costs, owners put off repairs and builders build less, which deepens the housing shortage.
